Allow subscriptions with independent billing and shipping frequencies. For example, a customer pays once a year but receives a shipment every month. Shipment orders are created automatically as $0 orders ready for fulfillment. Renewal orders handle payment only, with shipping excluded. Supports any combination of billing and shipping intervals.
